It was moved that:

  1. The agenda for the 2019 Executive Council Meeting be approved.
  2. The minutes from the 2018 Executive Council Meeting in Saint Louis be approved.
  3. The slate of candidates for the upcoming elections be approved as follows: Brian Kennelly (Southern California Chapter) and Catherine Ritz (Eastern Massachusetts Chapter) as candidates for Vice-President for a three-year term 2020-2022.
  4. The slate of candidates for the upcoming elections be approved as follows: Katy Wheelock (Northern Virginia Chapter) as candidate for Region III Representative for a three-year term 2020-2022.
  5. The slate of candidates for the upcoming elections be approved as follows: Dan Noren (Michigan Chapter) and Steven Ohlhaut (Indiana Chapter) for Region V Representative for a three-year term 2020-2022.
  6. The slate of candidates for the upcoming elections be approved as follows: Claire Bartlett (Houston Chapter) and Cara Heminger (Nebraska Chapter) for Region VII Representative for a three-year term 2020-2022.
  7. That Angèle Kingué, Johanne Whittom, and the CODOFIL be named Honorary Members of the AATF.
  8. That the proposed budget for FY2020 be approved, including $22,000 for dues to the Joint National Committee for Languages/National Council for Languages and International Studies, approximately $25,000 for staff raises and honoraria increases, $6000 for Jane Black Goepper Professional Development Scholarships, $2000 for the Walter Jensen Scholarship for Study Abroad from interest from the Endowment Fund, $1000 for the Ludwig Excellence in Teaching Awards, approximately $1500-2000 to support the Outstanding Administrator Award, approximately $72,000 for honoraria, $6000 for AATF Commissions to be distributed as funds are applied for, $5000 for AATF Small Grants,  and $7500 from interest from the Endowment Fund for recruitment.
  9. That Lisa Narug’s term as Director of the National French Contest be renewed for three years, January 1, 2020 through December 31, 2022.
  10. That all AATF positions approved by the Executive Council, appointed by the President, and/or receiving an honorarium will be for a three-year term, unless otherwise specified.
  11. That the AATF Professional Development Scholarships be renamed the AATF Jane Black Goepper Memorial Scholarships.
  12. That the 2021 AATF Convention be held in New Orleans.
  13. That the 2022 AATF Convention be held at a location in France that is financially feasible.
  14. That the 2023 AATF Convention be held in San Diego, CA.
  15. That a Commission on Teacher Recruitment and Retention be created.  (This motion was voted in 2018 and inadvertently omitted from the list of 2018 motions.)
  16. That the resolutions be approved.
  17. The AATF Executive Council meeting be adjourned.

Be it resolved that the Executive Council and the entire AATF membership on the occasion of the 92nd       annual meeting held in Philadelphia from July 14-17, 2019 offer their gratitude and deep appreciation to the following individuals and organizations that have made important contributions to the success of the meeting. The AATF:

  • welcomes Diane Paravazian, Region II Representative, and Martha Behlow, Vice-President, to the Executive Council and welcomes back Deanna Scheffer, Region IV Representative, and Catherine Ousselin, Region IX Representative, who were re-elected to a second term.

That the proposed budget for FY2019 be approved, including $22,000 for dues to the Joint National Committee for Languages/National Council for Languages and International Studies, $6000 for Professional Development Scholarships, $2000 for the Walter Jensen Scholarship for Study Abroad from interest from the Endowment Fund, $1000 for the Ludwig Scholarships, approximately $1500-2000 to support the Outstanding Administrator Award, approximately $66,000 for honoraria, $6000 for AATF Commissions to be distributed as funds are applied for, $5000 for AATF Small Grants, and $7500 from interest from the Endowment Fund for recruitment.
  9. That a committee be formed to explore moving to online access to the French Review.
  10. That Jayne Abrate’s term of the Executive Director be renewed for three years, July 1, 2019 through June 30, 2022.
  11. The Edward Ousselin’s term as Editor in Chief of the French Review be renewed for three years, July 1, 2019 through June 30, 2022.
  12. That Megan Diercks’ term as Editor of the National Bulletin be renewed for three years, July 1, 2019 through June 30, 2022.
  13. That the resolutions be approved.
  14. The AATF Executive Council meeting be adjourned.
  15. The following mission statement has been approved in 2017 and when it is ratified by the 2018 Delegate Assembly will be added to the constitution.

Mission statement “The mission of the American Association of Teachers of French is to promote throughout North America the teaching and learning of the French language and French-speaking cultures and civilizations. Our professional organization welcomes and supports educators of French at all academic levels as they seek to broaden their own and their students’ linguistic and cultural horizons to foster and strengthen cross-cultural understanding. ”

Resolutions

Be it resolved that the Executive Council and the entire AATF membership on the occasion of the 91st annual meeting held in La-Pointe-du-Bout, Martinique from July 18-21, 2018 offer their gratitude and deep appreciation to the following individuals and organizations that have made important contributions to the success of the meeting. The AATF:

  • welcomes Sheila Conrad, Region VI Representative, and Susie Hennessy, Region VIII Representative, to the Executive Council and welcomes back Margarita Dempsey, Region I Representative, and Rita Davis, Vice-President who were re-elected to a second term.
  • welcomes Anne Jensen to the Executive Council as she serves one year as President-Elect before assuming the Presidency.

  10. That the Director of the Leadership program receive complimentary registration & per diem for the annual convention.

That the nominating committee guidelines for all national AATF elective offices include a written call for nominations in at least two issues of the National Bulletin and an electronic call for nominees to the membership at large, to chapter officers, and to current and former Executive Council members.
  12. That the proposed budget for FY2018 be approved, including $22,000 for dues to the Joint National Committee for Languages/National Council for Languages and International Studies, $6000 for Professional Development Scholarships, $2000 for the Walter Jensen Scholarship for Study Abroad from interest from the Endowment Fund, $1000 for the Ludwig Scholarships, approximately $1500-2000 to support the Outstanding Administrator Award, approximately $66,000 for honoraria, $6000 for AATF Commissions to be distributed as funds are applied for, $5000 for AATF Small Grants, $5000 from interest from the Endowment Fund for the Leadership Program, and $7500 from interest from the Endowment Fund for recruitment.

The following mission statement has been approved by the Executive Council. Since it is a constitutional change it will be publicized to the membership and voted on in 2018.

IV. Officers: Executive Council

The officers of the Association shall be: the President, three Vice-Presidents, and the Immediate Past President or President-Elect (when in office). The foregoing officers, the Executive Director, the Regional Representatives, the Editor and Managing Editor of the French Review, the Director of the National French Contest, and the Editor of the National Bulletin, each selected for a term of three years, shall constitute the Executive Council. The Immediate Past-President shall serve on the Executive Council one year following his or her term as President and shall be succeeded by the President-Elect one year prior to his or her assumption of that office.

To remain active a chapter must have a constitution on file at National Headquarters, hold regular elections as specified in the chapter constitution, have 15 active members by June 1 of each membership year, adhere to chapter banking regulations, organize at least one activity (or more as specified in the chapter constitution) during the year, demonstrate at least one means of electronic communication with members, and ensure that all officers are current AATF members. Reimbursement funds will be withheld from chapters which do not meet these requirements.
  14. The Executive Council meet in person or virtually 3-4 times per year.

That the proposed budget for FY2013 be approved as amended, including $23,000 for dues to the Joint National Committee for Languages/National Council for Languages and International Studies, approximately $5000 for annual dues to the Fédération internationale des professeurs de français, $2000 for the Walter Jensen Scholarship for Study Abroad from interest from the Endowment Fund, $1000 for the Ludwig Scholarships, approximately $60,000 for honoraria, $5000 for AATF Commissions to be distributed as funds are applied for, $5000 for AATF Small Grants, $5000 for National French Week, $3000 from interest from the Endowment Fund for the Leadership Program, $7500 from interest from the Endowment Fund for recruitment, and approximately $25,000 from the Endowment Fund to cover salary and benefits for an additional headquarters staff person.
  4. That Michel Gueldry’s term as Managing Editor of the French Review be extended for an additional year through Volume 87.
  5. That the Province of Quebec be approved as a convention site for 2015.
  6. To accept the evaluation of the Executive Director.
  7. That Jayne Abrate’s term as Executive Director be renewed (2013-2015).
  8. That the slate of candidates for the upcoming elections be approved as follows: Marie-Christine Massé (New Jersey Chapter) and Mary Leptak (Westchester Chapter) be candidates for Region II Representative (New York and New Jersey) (2013-2015); that Catherine Daniélou (Alabama Chapter) and Peter Machonis (Florida Chapter) be candidates for Region IV Representative (Southeast) (2013-2015), and that Ann Williams (Colorado/Wyoming Chapter) and Molly Krueger Enz (South Dakota Chapter) be candidates for Region IX Representative (Northwest) (2013-2015).

  8. That commissions without a current approved project or chair will be considered inactive.
  9. That Providence, RI or New Orleans be approved as a convention site for 2013.
  10. That the AATF By-Laws be changed as follows:a. A member in good standing of the AATF must pay annual national dues. In addition, national members may affiliate with a local chapter and pay local dues as appropriate.b. Only national members in good standing are eligible to serve as chapter officers, delegates, commission chairs, and to receive other benefits of AATF membership.
