It was moved:

  1. That the agenda for the 82nd annual convention in San Jose be approved.
  2. That the minutes from the 81st annual convention in Liege be approved.
  3. That the agenda for the 82nd annual convention in San Jose be amended to move the discussion of Strategic Planning to Wednesday morning.
  4. That Catherine Pétillon, French Embassy in the U.S., Felino Martínez, Alliance française de Cuba, and Yanick Godbout, Délégation du Québec à Los Angeles, be named Honorary Members of the AATF.
  5. That the AATF Strategic Plan be adopted as a working document.
  6. That the proposal for realigning the AATF regional structure be approved.
  7. That Edward Ousselin be named Editor in Chief of the French Review for a three-year term (Volume 84-86).
  8. That Michel Gueldry be named Managing Editor of the French Review for a three-year term (Volume 84-86).
  9. That Ann Sunderland be named Advertising Manager of the French Review for a three-year term (Volume 84-86).
  10. That Jane Black Goepper’s term as Editor of the National Bulletin be renewed for a three-year term (July 1, 2010-June 30, 2013).
  11. That Steven Daniell (Texas) and Jacki Williams-Jones (Southern California) be approved as candidates for AATF Vice-President (2010-2012), with Rebecca Fox (Virginia) as alternate.
  12. That Madeline Turan (Nassau New York) and Abbe Guillet (Central New York) be approved as candidates for AATF Region II Representative (2010-2012) (formerly Regions I & III) with Dora Polachek (Central New York) as alternate.
  13. That John Fields (Florida) and Catherine Danielou (Alabama) be approved as candidates for AATF Region IV Representative (2010-2012) (formerly Region V), with Anne-Françoise Wackenhut (Alabama) as alternate.
  14. That the cost of the AATF Membership Directory be raised to $7.50.
  15. The foreign AATF members may elect to receive the National Bulletin electronically or receive a paper copy for a $20 additional charge to cover mailing costs.
  16. That Jane Romer and Alan Singerman be named trustees of the AATF Endowment Fund.
  17. That Chicago be the site of the 2012 AATF Convention.
  18. That selected proceedings from the 2010 AATF Convention in Philadelphia be produced for dissemination on-line.
  19. That Jayne Abrate’s term as Executive Director be renewed for a three-year term (July 1, 2010-June 30, 2013. The Executive Council will conduct reviews of the Executive Director on a regular basis.
  20. That the proposed budget for FY 2010 be approved, including
    $22,000 dues for JNCL-NCLIS
    $5000 (est.) dues for the FIPF
    $1500 Walter Jensen Scholarship
    $5000 for Small Grants
    $5000 for National French Week Grants
    $10,000 for National French Week
    $60,000 (est.) in Honoraria
    $6500 – $500 each for Commissions
    $7500 from interest from the Endowment Fund to cover release time for the Editor in Chief of the French Review for the coming academic year.
    $7500 from interest from the Endowment Fund to cover the cost of a French intern for technology, if needed
  21. That the resolutions be adopted.
  22. That the agenda for the 2009 Assembly of Delegates be approved as amended.
  23. That the meeting be adjourned.

Be it resolved that the Executive Council and the entire AATF membership on the occasion of the 82nd annual meeting held in San Jose, California from July 2-5, 2009 offer their gratitude and deep appreciation to the following individuals and organizations that have made important contributions to the success of the meeting.   3. That the subscription price for the French Review be increased to $55 (domestic) and $65 (foreign) for Vol. 82 and Calendar Year 2009.
  4. That Alain Braun, Jean-Marie Klinkenberg, and Margot Steinhart be named Honorary Members of the AATF.
  5. That William Thompson (Tennessee) and Deborah Stout (Ohio) be approved as candidates for AATF Vice-President (2009-2011).
  6. That Joyce Beckwith (Eastern Massachusetts) and Raymond Pelletier (Maine) be approved as candidates for AATF Region II Representative (2009-2011).

  1. That the agenda for the 80th annual convention in Baton Rouge be approved.
  2. That the minutes from the 79th annual convention in Milwaukee be approved as amended.
  3. That Jennifer Shaf be named FLES* Contest Chair for the National French Contest.
  4. That the Executive Director have authority to close the bank account of a chapter which has no officers who are active members and does not have a current constitution on file and proceed to the organization of elections for new officers.
  5. That Barry Ancelet be named an Honorary Member of the AATF.
  6. That Philadelphia and Montreal be the sites for the 2010 and 2011 AATF Conventions.
  7. That Sister Mary Helen Kashuba (PA) and Jane Rauschenberg (Ohio) be approved as candidates for AATF Vice-President (2008-2019) with Anne Carlson (Illinois) as alternate.
  8. That Alice Cataldi (Delaware) and Christine Gaudry-Hudson (PA) be approved as candidates for AATF Region IV Representative (2008-2010).
  9. That Randa Duvick (IN) and Milton Alan Turner (Ohio) be approved as candidates for AATF Region VI Representative (2008-2010).

  11. That the proposed budget for FY ‘08 be approved, including

  12. That the Reimbursement Guidelines for Executive Council convention participation in Baton Rouge be adopted for future conventions.
  13. That $1000 in interest from the Endowment Fund be used for the Leadership Program proposed by Barbara Ransford and Ann Sunderland.
  14. That the AATF Press Advisory Committee explore the publication of a first volume in 2009 to focus on a topic not in competition with the French Review, and that the Committee be authorized to select a topic, editor, and offer the editor an honorarium of $2000 to be paid upon completion of the volume.
  15. That $2500 in interest from the Endowment Fund be added to the 2008 Small Grants program and reserved for proposals coming from New York and New England chapters related to celebrations of 400th anniversary of Champlain’s arrival in the New World, that preference can be given for up to $2500 of the regular 2008 Small Grants program for projects related to celebrations of 400th anniversary of Champlain’s arrival in the New World, that no matching funds be required for obtaining these grants; further that AATF resources (National Bulletin, Web site, Materials Center) be used whenever possible to promote Champlain activities.
  16. That the term of the Director of the National French Contest be renewed for three-years (2008-2010) continuing at the same honorarium, that the honorarium for Assistant Director be paid to the Director for the same three-year term, and the the Director prepare during fiscal year 2008 a detailed operations manual for Contest activities that will be shared with National Headquarters.
  17. That $30,000 in interest from the Endowment Fund be allotted to support the AATF/French Embassy Public Relations campaign.
  18. That the resolutions be approved.
  19. That the agenda for the 2007 Assembly of Delegates be approved.
  20. That the meeting be adjourned.

Milwaukee, July 5-8, 2006

The following motions were passed by the AATF Executive Council on July 3-4, 2006 and by the Assembly of Delegates on July 7, 2006.

It was moved

  1. That the agenda for the 79th annual convention in Milwaukee be approved.
  2. That the minutes from the 78th annual convention in Quebec City be approved.
  3. That dues for regular membership in the AATF be increased to $55 for the 2008 membership year, that other categories be adjusted accordingly, and that a supplemental incentive be included in the benefits of membership for the 2008 membership year.
  4. That Jayne Abrate’s term as Executive Director be renewed for a three-year term July 1, 2007 through June 30, 2010 at the salary negotiated with Southern Illinois University.
  5. That Ann Sunderland be named Advertising Manager of the French Review for a one-year term (July 1, 2006-June 30, 2007) and for a full three-year term (July 1, 2007-June 30, 2010).
  6. That Christopher Pinet’s term as Editor in Chief of the French Review be renewed for a three-year term July 1, 2007 – June 30, 2010 (Volumes 81-83).
  7. That Wynne Wong be named Managing Editor of the French Review for a three-year term July 1, 2007 – June 30, 2010 (Volumes 81-83).
  8. That Jane Black Goepper’s term as Editor of the National Bulletin be renewed for a three-year term July 1, 2007- June 30, 2010 (Volumes 33-35).
  9. That Lisa Narug’s honorarium as Director of the National French Contest be increased to $800 for the rest of her term (2006-2007) and that the honorarium for Assistant Director be pro-rated for a two-year period only.
  10. That Azouz Begag, Ministre délégué pour la Promotion de l’Egalite des chances, et Jean-David Levitte, Ambassadeur de France, be named Honorary Members of the AATF.
  11. That the AATF Membership Directory be printed in spiral bound form at a cost to members of $5 to cover printing and shipping costs.
  12. That a $10 charge be added to regular dues for members residing outside the U.S. to cover the increased cost of postage for 10 publications ($45 + $10 = $55, currently $50).
  13. That the subscription price for the French Review be increased to $45 (domestic) and $55 (foreign) beginning with Vol. 80 and calendar year 2007.
  14. That the proposed budget for FY 2007 be approved including
    $22,000 for JNCL-NCLIS membership
    $10,000 for Small Grants and National French Week Grants
    $8000 for National French Week 2007
    $54,340 in Honoraria (estimated)
    $6500 for Commissions
    and that a transfer of up to $60,000 from the Endowment Fund be approved.
  15. That an AATF National Commission on Advocacy be created.
  16. That Kristin Hoyt (GA) and Ann Sunderland (MO) be approved as candidates for AATF Vice-President (2007-2009) with Marie-Christine Gaudry-Hudson (PA) as alternate.
  17. That Madeline Turan and Leslie Lowery be approved as candidates for AATF Region I (Greater New York City) Representative (2007-2009) with Giedre Kumpikas as alternate.
  18. That David Graham be approved as candidate for AATF Region III (New York State) Representative (2007-2009).

Quebec City, July 7-10, 2005

It was moved:

  1. That the agenda for the 2005 Quebec convention be approved.
  2. The minutes of the 2005 Quebec Executive Council meeting be approved.
  3. That Jean-Pierre Piriou, Sidney Teitelbaum, Jean-Benoît Nadeau and Julie Barlow be named Honorary Members of the AATF.
  4. That the AATF extend the Outstanding High School Senior in French Award to the College/University Level.
  5. That procedures be initiated with Southern Illinois University to achieve salary equity for the Executive Director commensurate with other similar associations and that a bonus be paid in the event this is not achieved in Fiscal Year ’06. Information on the agreement with Southern Illinois University will be presented to the Steering Committee which is authorized to take appropriate action on this matter depending on the outcome of discussions with the university.
  6. That by December 31, 2005, every AATF chapter have on file at national headquarters a current chapter Constitution. Reimbursements may be withheld from chapters who are not in compliance.
  7. That the following addition to the By-laws be approved:

    5(a) Each year by January 31 the President shall appoint a nominating committee of five members, none of whom shall be candidates for positions on the Executive Council. The Committee shall be chaired by a senior Regional Representative not from one of the Regions where an election is to be held. Committee members shall consist of one current or former Chapter President from each Region where an election is to be held and a member at-large from another region.

    (b) The committee shall solicit nominations for the office of Regional Representative due to expire at the end of that calendar year from all chapters in the Regions where an election for Regional Representative is to be held. Nominees must be members in good standing in the AATF; they need not be members of the chapter placing their name in nomination, but must be residents of the Region. No chapter shall be entitled to have one of its members as a Regional Representative for more than two consecutive terms.

    (c) Eligible to vote in this election are all the members of chapters within a given Region, and all members-at-large residing in the state or states composing that Region, provided that such members are not members of a chapter in another Region.

    (d) On approximately May 15, the committee shall designate two nominees and an alternate to stand for election to each such office. Such nominations shall be submitted to the Executive Council for approval or modification.

    (e) No person shall hold more than one office on the Executive Council.

    (f) The Executive Director shall prepare a ballot containing the names of the candidates for Regional Representative, with space for a write-in candidate for each position. These ballots shall be mailed with the annual invoice of dues to every active member of the Association at a date to be fixed annually by the Executive Director.

  11. That San Jose, California be the site for the 2009 AATF convention.
  12. That the AATF create an Administrator of the Year Award to recognize a school principal or superintendent who supports the study of languages, including French.
  13. That the AATF support the Washington Post/French Cultural Service/AATF program to send administrators on a ten-day visit to France during Fall 2005.
  14. That the AATF Vice-Presidents’ duties be developed into a set of guidelines to be provided to candidates.
  15. That the agenda of the 2005 Assembly of Delegates be approved.
  16. That the Executive Council meetings at the 2005 convention in Quebec be adjourned.

Atlanta, Georgia, July 19-23, 2004

It was moved:

  1. That the Executive Council agenda for the Atlanta Convention be approved.
  2. That the minutes of the Executive Council meetings July 2-4, 2003 at the Martinique convention be approved.
  3. That Executive Director Jayne Abrate be given a bonus of $15,000 for 2004 to be paid from interest from the Endowment Fund.
  4. That Lisa Narug, current Assistant Director, be named Director of the National French Contest for a three-year term 2005-2007.
  5. That honoraria for the National French Contest staff be increased $100 for each chair, including Eligibility, Test Development: Secondary and FLES. Additionally, the honoraria for the new National French Contest Director will be prorated for 2004 and 2005 until a new Assistant Director can be named.
  6. That the allocation of $0.39 per student for the purchase of National Awards for le Grand Concours, 2005 be set. This allocation is to be based on the 2004 enrollment and represents a $0.02 per student increase.
  7. That the following new addition be made to the AATF By-Laws:

    7. The Editor of the AATF National Bulletin. The Editor of the AATF National Bulletin, under the general supervision of the President, shall ensure the publication of the AATF National Bulletin and shall determine, in consultation with the Executive Director, the number of pages to printed for each volume.
    The Director of the National French Contest, The Executive Council and Steering Committee By-Laws shall be renumbered 8, 9 and 10 respectively.

  8. That Honorary Membership in the AATF be awarded to Gerard Duval, Director of FIAP Jean Monnet in Paris and to Cécile Peyronnet, Attachée culturelle au Consulat de France à Atlanta.
  9. That an advocacy person be identified in each local AATF chapter, that this information be reported to the appropriate AATF Regional Representative and that the list of names be communicated to Regional Representative III David Graham no later than December 1, 2004.
  10. That the Committee on Restructuring the Executive Council be reconstituted to explore the issue of realigning all of the AATF regions, taking into consideration the responsibilities of the Regional Representatives and report back to the Executive Council at the 2005 Quebec Convention.

  1. That the agenda for the 2003 AATF Convention in Martinique be approved.
  2. That the minutes of the Executive Council meetings at the 2002 AATF Convention in Boston be approved.
  3. That no chapter may repeat as a winner of the Outstanding Chapter Award more frequently than every third year.
  4. That in order to meet requirements imposed by the IRS and to facilitate planning, it is moved that proposed budgets for the Société honoraire de français and the National French Contest be submitted to the Executive Director before the annual convention. The budgets shall provide a breakdown of proposed income and expenditures. Additionally, final budget reports shall be submitted.
  5. That the AATF endorse the Tour du monde de la Francophonie.
  6. That Jayne Abrate’s term as Executive Director be renewed for a three-year period (July 1, 2003-June 30, 2006).
  7. That Executive Director Jayne Abrate be given a bonus of $13,000 for 2003 to be paid from interest from the Endowment Fund.
  8. That the AATF Executive Council seek to establish parity in salary for its Executive Director comparable with other similar positions in the AATG and AATSP.
  9. That Christopher Pinet be approved for a three-year term as Editor in Chief of the French Review (Volume 78-80).
  10. That Sharon Shelly be approved for a three-year term as Managing Editor of the French Review (Volume 78-80).
  11. That Jane Black Goepper’s term as Editor of the National Bulletin be renewed for the period July 1, 2004-June 30, 2006 (Volume 30-32).
  12. That Honorary Membership in the AATF be awarded to Suzanne Dracius, author.
  13. That a $5 charge be added to the membership dues invoice for those requesting the AATF Membership Directory, beginning in 2004.
  14. That the following by-laws changes be approved:

    a. By-law 3.c. be amended to read: “Dues are collected by National Headquarters. Chapters receive 15% of the national dues payment for each Active Member affiliated with that chapter. This amount is reimbursed periodically to the chapters. Fees for At-Large members who wish to affiliate with a particular chapter do not entitle the chapter to a refund unless the member indicates to the Executive Director, before June 30 of the membership year, that he or she wishes to belong to a given chapter.”

    Original text: “Chapters are authorized to retain 15% of the payment made by an Active Member for his annual dues to the national AATF, and paid to the chapter. Fees sent directly to the National Office by a member entitle the chapter to a refund if the person remitting has been a member of the chapter during the previous year and is still within the normal geographical area covered by that chapter. Fees from new members which are remitted directly to the National Office do not entitle the chapter to a refund unless the member indicated to the Executive Director, before June 30 of the membership year, that he or she wishes to belong to a given chapter.”

    b. By-law 9.b. be eliminated: (b) Chapters may accept payments of subscriptions, but will remit to the National Office the full subscription fee.

    c. That the following sentences be added to By-law II.1.8. just before the final sentence: “All Executive Council members are expected to attend the annual meeting, including the scheduled Executive Council meetings and the full convention itself. Expenses will be reimbursed according to a policy set by the Council.”

    Original text: “The Executive Council shall elect such officers as provided under By-Law III.1(b). It shall appropriate money, initiate projects in the interests of the Association, and govern the Association under the chairmanship of the President. In the President’s absence, the Council will be temporarily chaired by the senior Vice-President. It shall select the site of the National headquarters. In the absence of any member of the Executive Council from a meeting of the Council, a proxy may be filed by that member with another Council member for a directed vote on specific items on the agenda.”

    d. By-law III.1.d. be amended to read: “Commission Chairs shall be appointed by the President for a term not to exceed three years. The term may be renewed.”

    “Directors of bureaux and commissions shall be appointed by the President on an annual basis.”

    e. By-law III.4.a. be amended to read: “Each year by January 31 the President …”

    Original text: “Each year the President shall appoint a nominating committee of three members, none of whom shall be candidates for positions on the Executive Council.”

    f. By-law III.4.6.a. be amended to read:

    “(a) Ballots for national officers and Regional Representatives shall be returned to the Executive Director of the Association. To be valid these ballots must be postmarked no later than a date to be specified on the ballot.

    (b) The Executive Director shall compile the vote in the various contests and report the results to the officers of the Association, to the candidates in each election, and to the membership through publication in the National Bulletin. The ballots shall be held for a period of six months in case there should be a recount.”

  18. That the following nominations for Vice-President (2004-2006) be approved: Margaret Marshall, Southeastern Louisiana University, and Robert Peckham, University of Tennessee at Martin, with Ann Williams-Gascon, Metropolitan State College of Denver, as alternate.
  19. That the resolutions drafted by National Bulletin Editor Jane Black Goepper and Vice-President Margaret Marshall to be read following these motions be approved without review.

  3. The subscription price of the French Review be raised from $35 to $38 for domestic subscriptions and from $38 to $43 for foreign and Canadian subscriptions.
  4. Executive Director Jayne Abrate be given a bonus of $10,000 for 2001 to be paid from interest from the Endowment Fund.
  5. The terms of Jane Goepper as Editor of the National Bulletin, Sidney Teitelbaum as Director of the National French Contest, and Doug Cardwell as Manager of the Endowment Fund be renewed for a three-year period 2002-2004 according to contactual and fiscal criteria set up for honoraria recipients.
  6. The contractual agreement for honoraria recipients be amended to read “EVALUATION: RECIPIENT will be given by the Executive Director of the AATF an evaluation of his or her performance at least once during his or her three-year term. In the third year of the term, the President shall solicit and fairly represent input from members of the Executive Council, Chapter Officers, and the membership at large prior to compiling Recipient’s evaluation.

Paris, France, July 17-20, 2000

The following motions were passed by the AATF Executive Council on July 16-17, 2000 and subsequently approved by the Assembly of Delegates on July 21, 2000.

It was moved:

  1. That the Executive Council agenda for the Paris convention be approved.
  2. That the minutes of the Executive Council meetings at the July 1999 St. Louis convention be approved with minor corrections.
  3. That the motion passed at the St. Louis convention be revised to read “that an AATF National Culture through the Arts Award be established to recognize a non-AATF member who has been instrumental in promoting French.”
  4. That Jayne Abrate’s three-year term as Executive Director be renewed for July 1, 2000 to June 30, 2003.
  5. That Executive Director Jayne Abrate be given a bonus of $10,000 for this year and that the bonus shall be reviewed annually consistent with our resources.
  6. That up to $15,000 from income from the Endowment Fund be used for a project to explore options for recruiting and retraining teachers to teach French, including but not limited to developing models of pilot programs to train these teachers and finding ways to publicize AATF efforts to superintendents, administrators, and colleges of education.
  7. That Clyde Thogmartin of Iowa State University be named the new Managing Editor of the French Review for a three-year term July 1, 2001 to June 30, 2004.
  8. That Christopher Pinet’s three-year term as Editor of the French Review be renewed for a three-year term July 1, 2001 to June 30, 2004.
  9. That an agreement of collaboration be signed between the American Association of Teachers of French and the Brazilian Federation of French Teachers with an addendum that the AATF will invite a delegation from the Brazilian Federation of French Teachers to participate in its annual meeting in Denver, Colorado in July 2001.
  10. That the AATF will be a candidate to meet jointly with the Fédération internationale des professeurs de français in 2004 in Atlanta provided that Quebec is not a candidate.
  11. That André Maman and Michel Girardin be named Honorary members of the Association.
  12. That the AATF institutionalize National French Week: La Semaine du Français as an integral part of its programs.
  13. That a Walter Jensen Scholarship for study abroad by a French student preparing for a career in teaching be established to be funded by income from his gifts of stock to the AATF Endowment Fund.
  14. That the proposed FY01 operating budget of $637,500 be approved, including:
    $5000 for Small Grant Awards,
    10,000 FF for membership in the Fédération internationale des professeurs de français,
    $20,000 for membership in the Joint National Committee for Languages/National Council for Languages and International Studies,
    $15,000 from income from the Endowment Fund for National French Week,
    Up to $15,000 from income from the Endowment Fund for a proposal to study teacher recruitment and to contact administrators,
    $1500 from income from the Jensen stock gifts for a scholarship in his name,
    Honoraria for National French Contest Chairs funded at the same level as voted last year.
  15. That the recommendations of the Nominating Committee for Vice-President, 2001-2003 be adopted: Margaret Marshall, Southeastern Louisiana University, and Gabrielle Verdier, University of Wisconsin-Milwaukee, as candidates, with Michèle Magnin, University of San Diego, as alternate.
  16. That the agenda for the 2000 Assembly of Delegates be adopted.
  17. That the following resolutions of the Executive Council be adopted:

  • expresses its pride in offering an honorary membership to Michel Girardin and to Senator André Maman for their outstanding service to teachers of French and support of the AATF.
